In continuation of my secret despatch
of the 22nd August, I have the honour to forward
Tholo. No. 1 for your information the enclosed copy of a
letter which I addressed to Rear Admiral A.J.B. Stirling, C.B., on the 24th August, together with
Enclos. No.2 3 3. Copies of his answering letters, dated the 26th

and 26th August. Upon receipt of the Rear Admiral's letter of the 28th August I placed the whole matter before you in a telegram, dated the 29th August, explaining that action against strike pickets at Canton, if limited and delayed as proposed by the Faval Commander-in-Chief, would probably prove to be inadequate. That His Majesty's Consul-General at Canton and I desire is that strike picket boats should be treated as engaged in piracy, should be entirely driven off the Canton waterways, and then be prevented from reappearing there. Action such as this would temporarily disorganize the shipping boycott and might, if continued, lead to its abandonment. The movement could be put
